Getting the Yukon’s Economy Back to Business

WHITEHORSE – The Yukon Party is revealing its plans to support Yukoners’ innovative and entrepreneurial foundation with the first of two announcements surrounding the economy and how best to revitalize socio-economic growth throughout the Yukon.

“For the past decade, our economy’s been defined by two increasing and concerning trends, which are the growth in the size and reach of the territorial government and the stagnation of our private sector,” said Yukon Party Leader Currie Dixon. “Last year, the Yukon had the worst performing economy in the country, while in the same period, the Yukon Government grew in size, added new regulations and red tape and adopted a series of policies preventing growth.”

A Yukon Party government will support the private sector to lead the territory’s present and future economic health, reducing bureaucratic red tape by:

• Developing and implementing a Red Tape Reduction Strategy to measure and report on the current burden, create targets for reductions and begin removing unnecessary red tape and regulations.
• Implementing a one-for-one rule, which will require the territorial government to remove one existing regulation for each new one it imposes, while not impacting health or safety.
• Pausing and reassessing the implementation of the Extended Producer Responsibility (EPR) program, which is imposing increasing costs and burdens on small businesses and working with the City of Whitehorse for an interim solution to curbside recycling.

The Yukon Party will revitalize the responsible development of the territory's natural resources by:

• Completing the modernization of mining legislation by working with First Nation governments and the responsible mining industry to create a legislative framework for the territory’s largest private sector industry to explore for, develop and operate mines responsibly while respecting and engaging Yukon First Nations.
• Increasing resource royalty retention by working with Yukon First Nations and the Government of Canada to retain more resource royalties for Yukoners and prioritizing benefits for communities most affected by projects.
• Streamlining assessments and licensing by establishing policies to ensure territorial government departments meet legislated timelines and restore confidence with predictable, fair processes in collaboration with Canada, Yukon First Nations and industry.
• Implementing changes to the inspections and compliance regime to ensure that mines are operating safely and in a manner that ensures future generations are left with strong economic legacies rather than environmental liabilities.

“A Yukon Party will also diversify and grow our economy,” added Dixon. “We will move government barriers out of the way to unleash the entrepreneurial commitment of our territory’s private sector.”

The Yukon Party will diversify and grow the private sector by:

• Exploring the privatization of cannabis distribution and working with the industry to support retailers in displacing the black market.
• Reviewing the price model for the Yukon Liquor Corporation and modernizing liquor licensing to allow for more innovation and better support for the hospitality industry.
• Using government procurement to support agriculture, agri-food businesses, and the local food sector to grow, thrive and increase opportunities for export.
• Addressing regulatory barriers to producing, sharing and distributing food.
• Ensuring the forest resources sector and log home builders have sufficient access to timber and forest resources by creating a Yukon Forestry Strategy.
• Maintaining film and sound industry supports to ensure a vibrant film and sound industry while reviewing existing programs with partners to address long-term growth in the sector.
• Working with the technology sector to explore the development of policies related to Artificial Intelligence (AI).
• Supporting the Yukon’s digital industry to strengthen the resiliency and capacity necessary to protect the territory’s digital infrastructure and service delivery.

The Yukon Party will also examine the feasibility of allowing businesses to accelerate the depreciation of their capital assets at a faster rate. This measure would encourage investment, drive job creation and support growth across key sectors such as mining, manufacturing, renewable energy and housing.

WHITEHORSE – Le Parti du Yukon dévoile ses plans pour soutenir la fondation innovante et entrepreneuriale des Yukonnais avec la première de deux annonces concernant l’économie et les meilleures façons de revitaliser la croissance socio-économique dans tout le territoire.

« Depuis une décennie, notre économie est marquée par deux tendances préoccupantes : la croissance de la taille et de l’influence du gouvernement territorial, et la stagnation du secteur privé », a déclaré Currie Dixon, chef du Parti du Yukon. « L’an dernier, le Yukon a affiché la pire performance économique au pays, alors que le gouvernement territorial s’est agrandi, a ajouté de nouvelles réglementations et adopté des politiques freinant la croissance. »

Un gouvernement du Parti du Yukon soutiendra le secteur privé pour qu’il devienne le moteur de la santé économique actuelle et future du territoire, en réduisant la bureaucratie par les mesures suivantes :

• Élaborer et mettre en œuvre une Stratégie de réduction de la lourdeur bureaucratique pour mesurer et rapporter l‘état du fardeau bureaucratique actuel, fixer des cibles de réduction et commencer à éliminer les réglementations inutiles.
• Appliquer une règle « un pour un », exigeant que le gouvernement territorial supprime une réglementation existante pour chaque nouvelle qu’il impose, sans compromettre la santé ou la sécurité.
• Suspendre et réévaluer la mise en œuvre du Programme de responsabilité élargie des producteurs (REP), qui impose des coûts croissants aux petites entreprises, et collaborer avec la Ville de Whitehorse pour une solution intérimaire au recyclage en bordure de rue.

Le Parti du Yukon revitalisera le développement responsable des ressources naturelles du territoire par :

• La modernisation de la législation minière en collaboration avec les gouvernements des Premières Nations et l’industrie minière responsable, afin de créer un cadre législatif permettant l’exploration, le développement et l’exploitation de mines de manière responsable et respectueuse des Premières Nations du Yukon.
• L’augmentation de la rétention des redevances sur les ressources en travaillant avec les Premières Nations du Yukon et le gouvernement du Canada pour conserver davantage de redevances au bénéfice des Yukonnais, en priorisant les communautés les plus touchées par les projets.
• L’accélération des évaluations et des permis en établissant des politiques garantissant le respect des délais législatifs par les ministères territoriaux, et en restaurant la confiance grâce à des processus prévisibles et équitables en collaboration avec le Canada, les Premières Nations du Yukon et l’industrie.
• La mise en œuvre de changements au régime d’inspection et de conformité pour garantir que les mines fonctionnent en toute sécurité et laissent aux générations futures un héritage économique solide plutôt que des passifs environnementaux.

• La révision du modèle de tarification de la Société des alcools du Yukon et la modernisation des permis d’alcool pour favoriser l’innovation et mieux soutenir l’industrie de l’hospitalité.
